Optimise lead generation to closed sales
When a lead campaign tells the platform that every form submission is a success, the bidding system finds more people who submit forms. In real estate, B2B software, construction and freight, many of those people never buy. The fix is operational: define a qualified lead, record it in the CRM with the click identifier or a hashed customer identifier, and send that outcome back to the platform as the conversion it should optimise towards.
Executive findings
- 1
Google documents enhanced conversions for leads, which matches hashed customer data from a CRM to the ad click so qualified and won stages can be reported back to Google Ads.

Google restricts personalised targeting in some categories, including housing in several markets, so lead quality has to come from the conversion signal and the form rather than audience exclusions.

Google Ads can import conversions that happen offline, such as a signed contract, and attribute them to the original click.

Method and limitations
- Question
- How should a lead-generation advertiser make ad platforms optimise towards sales rather than form submissions?
- Written for
- Marketing and sales leads in real estate, B2B services, construction and freight.
- Decision at stake
- Which CRM stage becomes the conversion the campaigns bid on.
- Sources
- Google Ads help pages on enhanced conversions for leads and offline conversion imports, Google personalised advertising policy, and the IAB State of Data 2026 report.
- Period
- Documentation as published on 17 October 2026.
- Markets
- All markets where Google Ads and Meta are sold; housing targeting rules differ by country.
- Definitions
- Qualified lead: a lead the sales team accepts as a potential customer, recorded as a CRM stage.
- Limitations
- No client data is quoted. Uploading customer data needs a lawful basis and, where required, consent.
Why cost per lead goes down while sales do not
Smart bidding learns from the conversions you report. If a newsletter sign-up, a brochure download and a viewing request all count the same, the system will buy whichever is cheapest to produce. Agencies then report a falling CPL, sales report worse leads, and both are correct.
Property, B2B software, construction and international trade share a pattern: long sales cycles, a meaningful share of spam or out-of-area enquiries, and a small number of deals that carry the year. These are the industries where reporting on raw leads misleads the most.
Define the outcome in the sales team’s language
A useful definition names the evidence. For a developer selling apartments it might be "a viewing booked by a buyer with a stated budget inside the project price range". For a SaaS company it might be "a sales-accepted opportunity with a company over 50 employees". Whatever the wording, the CRM must be able to record it with a timestamp.
| Stage | Recorded in | Sent to ad platform as | Used for |
|---|---|---|---|
| Form submitted | Website / CRM | Secondary conversion | Volume monitoring only |
| Qualified lead | CRM | Primary conversion | Bidding and channel comparison |
| Meeting or viewing held | CRM | Primary or value-weighted | Bidding when volume allows |
| Deal won | CRM | Conversion with value | Budget allocation and payback |
Getting the outcome back to the platform
Google documents enhanced conversions for leads: the website captures a hashed email or phone number at form submission, and the CRM later uploads the qualified or won stage matched to that identifier. Meta and LinkedIn offer comparable conversion APIs. The mechanics differ, but every route needs the same three things: a stable identifier captured at the first touch, a CRM stage change with a date, and a scheduled upload.
Consent comes first. Capturing and hashing contact data for advertising measurement must follow the consent regime of the market in question, and US housing, employment and credit advertisers also face restricted targeting rules that limit which audience signals can be used at all.
- Capture the click ID and, with consent, a hashed email at form submission.
- Store both on the CRM record so later stages can be matched.
- Upload qualified and won stages at least weekly; daily when volume is high.
- Keep form fills as a secondary conversion so you can still see volume.
The part media cannot fix
Even perfect conversion data cannot rescue a lead that waits two days for a reply. Track time to first response alongside cost per qualified lead. When response time is slow, the right action is a routing or staffing change, and the report should say so instead of asking for more budget.
How FOCUSADS applies this
Every lead-focused plan in Build Your Plan includes a tracking requirement for CRM outcome integration, priced as its own line. In the client dashboard, the primary result card shows qualified leads and cost per qualified lead; raw form fills sit underneath as context.
